INVEST4Libya is a four-year Initiative (2026–2029) funded by the European Union, with additional funding from the French Government, and implemented by Expertise France in close cooperation with Libyan institutions.

The project aims to strengthen public financial management, enhance financial oversight and regulatory frameworks, and support the development of a more predictable and enabling investment climate. It also addresses structural challenges within public finance systems and the broader economic environment, contributing to improved transparency, accountability, and institutional coordination.

By linking governance reform with investment facilitation and entrepreneurship support, INVEST4Libya promotes a comprehensive approach to enabling Libya’s green and digital transition.

INVEST4Libya is implemented in partnership with national institutions including the Ministry of Finance, the Central Bank of Libya, the Audit Bureau, the Ministry of Planning, the Ministry of Higher Education and Scientific Research, the Ministry of Environment, and other relevant public authorities. The project also collaborates with regulatory bodies, investment-related institutions, private sector actors, academic institutions, and civil society organisations to ensure inclusive and coordinated implementation.

France is a significant player in international development and cooperation. It has a long history of engagement in various regions worldwide and a notable emphasis on Africa and the Middle East. France has established itself as a reliable and committed donor and actively participated in global efforts to address pressing development challenges focusing on key areas such as education, health, sustainable development, and governance. The French Government is co-funding the INVEST4Libya project.

Is the French public agency for international technical assistance. It aims at contributing to sustainable development based on solidarity and inclusiveness, mainly through enhancing the quality of public policies within the partner countries. Expertise France designs and implements cooperation projects addressing skills transfers between professionals. The agency also develops integrated offers, assembling public and private expertise in order to respond to the partner countries’ needs. Expertise France is implementing the INVEST4Libya project in Libya.
